As deadline nears, 10 of 12 Aadhaar enrollment units in idle mode

After learning about Aadhaar enrollment centres being set up at local ward offices and other municipal properties in Mira Road, 45-year-old Rajeev Verma has been scouring the city for the past two days in search of one where he could register his wife and 17-year-old daughter. Verma managed to locate one such centre but it was yet to begin the enrollment process. Undeterred he continued his hunt but was shocked to learn that all centres were lying defunct.

Verma is not alone, thousands of people in the twin-city are facing a similar ordeal. From bank accounts, Permanent Account Numbers (PAN) and mobile numbers to financial services  like public provident fund, national savings certificates,  insurance policies — the deadline for linking the 12 digit Aadhaar with these key documents is fast approaching. However, residents of Mira Bhayandar are running from pillar to post  to get themselves registered.

Ten out of the 12 enrollment centres recently designated by the Unique Identification Authority of India (UIDAI) are yet to commence their operations. To curb cases of overcharging and to ensure that all enrollments, even those by private agencies, come under direct supervision of the authorities, the Aadhaar-issuing authority UIDAI had asked states to accommodate  external   sites to government or municipal premises.

Subsequently, the Mira Bhayandar Municipal Corporation (MBMC) suggested 32 municipal properties, including ward offices, hospitals, schools, civic headquarters and community buildings where the enrollment centres could be set up. However, only 12 were approved out of which just two are in a position to provide services by UIDAI’s empaneled enrollment agency.

“Armed with personnel and the needed electronic apparatus, our entire mechanism  is ready at all remaining centres.

“We are only waiting for the required code (credential file) from UIDAI to  begin our job.” confirmed Sanjay Khandare, a representative from the UIDAI empaneled agency.

Nodal crisis
Ironically, senior officials in the MBMC, which is a nodal agency for the project, feigned ignorance in context to Aadhaar’s latest statistical records. As per UIDAI records, as on January 31, 2017, the twin-city had a population of 8,56, 079 of which 7,55,764 had got their Aadhaar accounts activated, which is 88.28 per cent.  However with the estimated population of the region is currently hovering around 12 lakh, with around 30 per cent people yet to register for Aadhaar.
