State taxes on petrol highest in India

State sent three reminders to Center to bring petroleum products under GST

Although Minister for Finance and Planning Sudhir Mungantiwar may have claimed that the state had reduced its state taxes on petrol and diesel six months ago, as per official data of Petroleum Planning and Analysis Cell (PPAC) under the Union Ministry of Petroleum and Natural Gas, Maharashtra still ranks first in terms of highest state tax on petrol and third in terms of highest state tax on diesel. Ironically enough, as per PPAC data there are two separate tax rates for Mumbai, Thane and Navi Mumbai for petrol (39.12 per cent) and diesel (24.78 per cent), as against 38.11 per cent for petrol and 21.89 per cent for diesel for rest of Maharashtra.
Out of the 30 states and 6 Union Territories, there are 10 states which have the highest state taxes levied on petrol and diesel (see chart below). Out of the 10 states, four states that have high rate of state tax are Bharatiya Janata Party (BJP) ruled state's – Assam, Madhya Pradesh, Maharashtra and Rajasthan. Speaking to newspersons at Mantralaya yesterday, Mungantiwar disclosed that the state had reduced its tax rates six months ago that involved passing on concessions worth Rs 3,076 crore to the consumers. Besides Andhra Pradesh and Rajasthan, West Bengal yesterday announced a Re 1 cut on Petrol and Diesel.
Mungantiwar further disclosed that the state has already sent three reminders to the Center regarding its proposal to bring petroleum products under the ambit of Goods and Services Tax (GST). He added that if petrol and diesel are brought under the GST tax slabs of 28 per cent or 18 per cent, it will greatly bring down the retail prices at a uniform level nationally. Referring to the September 10 Bharat Bandh over fuel price hike, Mungantiwar remarked that those who had staged the protest, their opposition party governments should now back Maharashtra's proposal to bring petrol and diesel under GST. He added that the next meeting of the GST Council is scheduled on September 28 and hoped that the Congress and Opposition-ruled states would support Maharashtra's proposal.
As per PPAC data, the daily price of petrol and diesel in Mumbai on January 1, 2018 was Rs 77.87 per litre and Rs 63.35 per litre, respectively. The prices began to rise steadily from March 4 onwards. In March the petrol price in Mumbai was Rs 80.33 per liter and diesel price was Rs 66.96 per liter. As of yesterday, the petrol price was Rs 88.26 per liter and diesel price was Rs 77.47 per liter. As per PPAC data, the contribution of petroleum products to the central exchequer between 2013-14 to 2017-18 was Rs 3.43 crore, and to the state exchequer it was Rs 2.09 crore. The state tax includes Sales Tax, Value Added Tax (VAT), Cess, Additional Tax and Surcharge.
